Activity Application Form
Activity application form is required to be lodged under Section 68 Local Government Act 1993 types of applications are:
- Part A – Buildings, Temporary Structures or Moveable Dwellings
- Part B – Water Supply, Sewerage and Stormwater Drainage Work
- Part C – Management of Waste
- Part D – Community Land
- Part E – Public Roads
- Part F – Other Activities which include Operate a public car park, Operate a caravan park or camping ground, Operate a manufactured home estate, Install a domestic oil or solid fuel heating appliance, other than a portable appliance, Install or operate amusement devices, Use a standing vehicle or any article for the purpose of selling any article in a public place , Carry out an activity prescribed by the regulations or an activity of a class or description prescribed by the regulations.
Application to install a new, replacement or alteration to an On-Site Sewage Management System (OSSM)

This is an application for a new on-site sewer management system under Section 75 of the Local Government Act.

Applicant is required to fill in the 'Application for Bushfire Attack Level Risk Assessment Certificate'. If application is submitted with a CDC application, no fees are applicable. If application is standalone, fees are payable on lodgement
Application for Subdivision Works Certificate, Subdivision Works Construction Certificate, Section 138 Roads Act Works Approval and Section 68 Local Government Act Works Approval - stormwater drainage.
These approval will generally be required by a condition of development consent. This form is also used to apply for amendments to these type of approvals.
This form may also be used for applications for Council approval required prior to the issue of a Complying Development Certificate (CDC) in relation to Section 68 Local Government Act Approval for stormwater drainage and Section 138 Roads Act requirements for dual occupancies.

A Works Zone is a reserved section of road space to be used for vehicles engaged in construction work in or near the zone associated with a construction site. A Works Zone is proposed to facilitate the efficient operation of construction projects and to minimise traffic disruption.
This application is made to seek the agreement of Council to the acceptance of the giving of a security to Council that the applicant will undertake certain works, in a time to be agreed relating to subdivision works.
The following information is to be provided (as a minimum): A copy of engineering plans marked up to show the incomplete works, details of any interim or temporary measures as may be required to ensure public safety in respect of the state of incomplete works and the completion of those works such as the provision of signposting and barricades and the Contractors itemised quotation or an itemised estimate based on the Contractors rates for the completion of works including provision for erosion and sediment control and traffic control works.
Application for Approval to Operate a Caravan Park and/or Camping Ground and/or Manufactured Home Estate - Section 82 Objection Local Government (Manufactured Home Estates, Caravan Parks, Camping Grounds and Movable Dwellings) Regulation 2005 as amended.
This form, plus a completed Part B - Application Detail and Owner(s) Consent form must be submitted in printed format, along with all other application-related documentation.
Exemptions from development and building approval may apply to swimming pool fences and barriers provided they comply with relevant provisions of Regulations. Fences and barriers are required under the Building Act 2004 to restrict access of young children to pool and immediate pool surrounds.
Application for Subsidised Desexing Voucher for period 1 July 2018-30 June 2019.
This application form relates to Vehicle Access Crossings (VACs) for new single and/or secondary dwellings and all existing residential, commercial and industrial developments. All VACs for new dual occupancies, residential units, industrial developments and/or commercial developments require a completed ‘Application Form for Subdivision Works Certificate and other Development related Civil Works’ to be submitted to Council with appropriate design drawings.
Each individual pensioner must complete an application form to be eligible for the concession, and accept/sign the declaration and authority, and authorises the consent for Council to check the applicants eligibility with Centrelink. The completed application should be returned to Council.

The erection of temporary hoarding, scaffolding, fencing or overhead structures on public land may be required to separate and protect persons and property from building construction, building maintenance or other construction activities. These activities within a site often require utilisation of a property adjacent to the site in order to carry out the required works.
Application for intitial compliance inspection of a registrable baording house is required after the conditions of consent has been met and registration with Department of Fair Trading.
Owners who are renting or selling a property with a swimming pool or spa are required to have a current swimming pool certificate of compliance or a relevant occupation certificate issued within the last 3 years. Certificates are also required when property owner is fostering children or doing home based childcare at the home.
Plumbing and drainage inspection form is required to be completed and returned when applicants are altering internal plumbing but not altering existing OSSM. Plumbing works are required to be inspected by Council. Principal Certifiers are not authorised to inspect plumbing works.

To facilitate the pre-development meeting, it is necessary to submit concept plans/sketches, preliminary design layout (floor plan, elevations, height), an outline of your proposal (giving details of all lots) and an agenda with details of all specific matters that you wish to be covered during the meeting.

Application required where traffic control is needed for works such as use of cranes, tree trimming or removal, overhead wire works, works on footpaths or placement of Skip Bins on the footpath or roadway.
Any person wishing to undertake excavation works on Council’s road reserve is required to obtain Council’s approval prior to commencement. The road reserve includes all of the land comprising a public road as well as the carriageway and nature strip from property boundary to property boundary. Excavation of Council road reserve is usually required for service connections to water, sewer, electricity, gas, telecommunications and drainage. This application form must be completed for all road opening activities that are not associated with a current
development consent. A completed ‘Application Form for Subdivision Works Certificate and other Development related Civil Works’ found on Council’s website is required if works are associated with a current development consent.
This form is to be used by businesses that wish to discharge Concurrence Classification S liquid trade wastes to the sewerage system.
This application form is to be used to submit design drawings for water supply and sewage works required by the Water Management Act section 306 letter requirements.

Please note:
- Central Coast Council will continue to charge liquid trade waste fees and charges until the permit is cancelled.
- Pre-treatment apparatus (grease trap, oil and water separator, etc) must be cleaned out before the permit will be cancelled.
- If the business process is changing to one that will not require the existing pre-treatment, it must be disconnected prior to the cancellation of this permit.

When do you need to do this?
1. Review of a Determination
Review applications don’t apply to all types of determinations. Review applications don’t apply to complying development, designated development, integrated development or a determination made about Crown land applications. A review of a determination made by the Local Planning Panel or Regional Planning Panel are required to be referred back to the relevant decision-making body.
There are deadlines for appeal applications to be made and determined from the date of the original decision:
• Review of a development application determination: Council must be given adequate time to determine the review within 6 months from the date of the determination. It’s recommended you lodge the application within 3 months of the determination date to allow time for the review to be made.
• Review of a modification determination: Application must be lodged within 28 days from the date of the determination. We recommend review applications be lodged as soon as possible to allow a determination to be made in time.
2. Review of a Decision (rejected applications)
A rejected application must be processed by Council within 14 days of lodgement of the application (ie. once all legislated fees are paid).
A review of a decision to reject a development application must be made no later than 14 days after the applicant is given written notice by the Council of its decision to reject and not to determine the development application.
Council will then carry out the requested review and provide a decision within the following 14 days. There are no further appeals rights should a rejected application not be successful.

It’s a requirement that testing of the device is conducted on an annual basis and results submitted to Council each year.
An important way town water can be protected is to prevent the backflow of water from premises considered to be a potential risk of cross contaminating town water with polluted water. Town water in these circumstances can be protected by installing a backflow prevention device. Council require a backflow prevention device be installed by an accredited licensed plumber at the property boundary and registered with Council. Lodgement for all new water supply require a backflow prevention Application and payable fee is required.
If you are intending to organise an event at BATO Yard, it means that you must gain Council approval before you proceed with the event as you will be using land under the care and control of Council. You should seek Council approval a minimum of eight (8) weeks prior to your event commencement date. Return the completed form and all associated documentation to Open Space Bookings: openspacebookings@centralcoast.nsw.gov.au.

To provide access to many of the Coast’s beaches for people living with a disability we have a suite of serviced beach wheelchairs available for both the local community and visitors to our region.
Beach Access for Summer 23/24
- Beach matting has been installed at Ocean, Umina and Terrigal beaches & Toowoon Bay. These beaches have been chosen because erosion is low to moderate, and they are relatively flat.
- With the storm events over winter and large swell fronts, a number of beach locations are still affected by severe loss of sand and beach access damage to access tracks. Council is continually monitoring all its patrolled beach locations and is in discussion with other departments undertaking ongoing repairs to these assets in the lead up to summer.
- Some of our beach locations, however, at Soldiers, North Entrance and The Entrance beaches have substantial beach erosion and will require significant repairs to the affected access tracks with a number of these required to be closed to public until works progress on repairs.
- Council has a suite of beach wheelchairs available for free hire for residents and visitors across its serviced beaches.
- To accommodate varied needs, there are 3 models of beach wheelchairs.
- Whilst beach wheelchair hire can be arranged on site though the lifeguards at individual Surf Life Saving Clubs, online bookings are highly encouraged to ensure the preferred model of beach wheelchair is available.
- Summer patrol season commences September public school holidays.
The purpose of this certificate is to receive assurance from your Council that your building complies with all relevant legislation and standards.
A building is a temporary or permanent structure (not including manufactured homes, moveable dwellings or associated structures). This certificate may apply to a part of or the whole of a structure.
If your application is granted, the Council will be prevented from ordering work to be conducted for a period of seven years. Work the Council is unable to require that you perform includes alterations, demolition, additions and rebuilding.

Cockle Bay Towns Sewerage Project Payment Election Form is for people who have elected for an Early Connection to the Cockle Bay Towns Sewerage system and will soon need to pay or commence paying the Contribution Charge. This form allows you to elect how you are going to pay the contribution charge. Activities that do not generate greasy/oilytypes of waste are premises that serve only fresh and toasted sandwiches, wraps, or import pies, sausage rolls and other pastry products and heat these for take-away consumption do not fall under greasy/oily type of waste. Estimating cost of works is a guide Council applies to development applications, construction certificates, and complying development certificates. This guide explains how Council determines the ‘estimated cost of works’ and the application fees payable.

This application outlines the required information and documentation that pertains to any scheduled event taking place at CCRSRC. Central Coast Council is the consent authority for all events within The Entrance Town Centre area. You should seek Council approval a minimum of 12 weeks prior to your event commencement date. All sections of the event application form must be completed to enable assessment of your application.

You will be contacted to discuss bin arrangements such as delivery, service and removal.

Some of the information you provide on this form is your personal information, including for example your name and contact information. This information is being collected by Council for the purpose of assessing your application to use one of Council’s Open Space areas and for ongoing contact with you in relation to your application and if approved, use of Council’s Open Space areas. The information will be accessible by Council staff. It is voluntary for you to provide your personal information on this form, however if you do not provide the information, Council will not accept your application. You may apply to access or amend the personal information provided on this form at any time.
Conditions of hire
- A booking confirmation will be provided if the booking is approved by Council. Until a confirmation is received, no activities/ usage of the area is permitted to occur. The fees will be invoiced as per Council’s Fees & Charges (some fees are non-refundable).
- A Public Liability Insurance cover for a minimum of $20,000,000 is to be supplied by the following applicants: sporting codes, incorporated bodies, users occupying a facility more than ten times a year or hirers gaining a financial benefit from the event.
- Liabilities: The Public Liability policy must either note Council as owner and the hirer as occupier of the site for the date(s) of hire and contain a cross liability clause or contain a general condition that these types of activities are specifically covered by the policy.
- The hirer agrees to indemnify, protect, defend and hold harmless the Central Coast Council from and against any and all claims, demands, actions and proceedings whatsoever in relation to personal injury or property damage caused by or occasioned during the hirers use of the facility and shall indemnify the Council for any and all fees, costs and expenses incurred in respect thereof.
- Note 1: This indemnity does not operate where the said personal injury or property damage is sustained as a result of a negligent act or omission on the part of Council or its servants.
- Note 2: The hirer will be responsible to have this indemnity noted and accepted by its insurer.
- Personal Accident/Workers Compensation/Public Liability: The organiser is responsible to ensure that all parties involved in the organisation of the event have suitable insurance cover. Council will not be responsible for any personal injury to event personnel and requires indemnification from the event organiser should any claims be made against Council.
- Council will not be responsible for any equipment brought on site.
- Sports ground closure information is accessible through Council’s website. Contingency arrangements should be made in case of such an occurrence.
- The cost to restore any damage to the recreation area as a result of the activities will be borne by the hirer. The decision to use the recreation area is the responsibility of the hirer in periods of inclement weather or when damage is considered likely to be caused to turfed surfaces. As the hirer, you will be invoiced for any damage.
- Fees and bonds must be paid in full within 30 days of invoice date AND/OR is paid BEFORE commencement of the booking. The bond is refundable in full or in part after deducting the sum required for cleaning, damages and any other costs incurred. Council will inspect the site, a refund will be issued, subject to any damage.
- The hirer must take their own photos of the hired space prior to commencement for proof of condition of the area prior to access. These photos may be requested should Council believe that damage has occurred as a result of your booking.
- Council reserves the right to cancel the approval (or any part thereof) if you or anyone associated with your booking breaches any of its duties or obligations under this approval.
- Monetary compensation cannot be claimed for the inability to utilise the location/s stipulated in the approval for reason including but not limited to Council restoration or construction works, lack of use by the hirer, inclement weather or any other unforeseen circumstances.
- No alterations or modifications are to be made to existing facilities without the approval of the Manager Open Space & Recreation or representative.
- The key is to be returned at a time suitable to both parties – either same day or next business day. A key bond is applicable and not refunded until the key is returned. The loss of a key may result in the hirer invoiced to re-key a whole facility. If you contact Council’s after-hours service to collect keys, you are responsible for the call out costs associated (minimum 4 hours).
- The amenities and area must be left in a clean and tidy condition at the conclusion of use devoid of all rubbish and debris, if not a service fee for cleaning may apply.
- 16. It is the hirers’ responsibility to ensure all relevant risk assessments are conducted and risk mitigation is undertaken.
- The hirer is required to inspect all surfaces prior to the commencement of the use to ensure the surface is in a safe condition for use. This applies to each day of access. Surfaces deemed unsafe must not be used until repaired. If the grounds are found to be unsafe, please ensure Council is notified.
- If there has been inclement weather prior to your event, please undertake a thorough inspection of the area to determine suitability for vehicle access and site set up. Whilst undertaking your inspection on foot, if there is any sinking into the surface and it does not bounce back and/or water rises to the surface this means that the ground has reached saturation point and damage will occur quickly, and your event is not to proceed. Contingency arrangements should be made in case of such an occurrence.
- The hirer is responsible for waste management during an activity, cleaning the area and ensuring that it is left in a clean and tidy condition at the conclusion of the activity. Details of waste and garbage disposal systems can be obtained from Councils Waste Services. The hirer is responsible for waste management and arranging for the provision, emptying, removal and payment for adequate litter bins for the event. If additional bins at the site are required, this must be arranged directly with Council’s Waste Management Officer who can be contacted on P: 02 4306 7900 or email waste.management@centralcoast.nsw.gov.au . Any costs incurred by Council in cleaning the booked area will be borne by the hirer.
- The hirer must take suitable precautions to ensure the safety and orderly behaviour of the spectators and must always endeavour not to disturb or inconvenience the general public.
- A First Aid Officer must be present during any event. It is the hirers responsibility to have a designated first aid officer and sight relevant first aid qualifications.
- Smoking is prohibited in any Council facility, or Open Space area. As the hirer it is your responsibility to ensure you take all necessary steps to advise guests and ensure that smoking is NOT permitted.
- Council’s Open Space Areas are alcohol free zones. The consumption of alcohol is only permitted subject to the issuance of a Functions Licence from the Licensing Police (to be obtained by the hirer).
- The hirer is responsible for hire set up in such a way that it prevents damage to people or property by providing adequate precaution i.e. temporary netting or fencing. Approval must be sought from Council prior to any temporary fencing, barriers etc are erected.
- Any star pickets are to be capped, flagged bunting is the preferred method of connecting star pickets. Roping off areas must only occur shortly before the commencement of the event and must be taken down immediately. Rope must be adequately highlighted by brightly coloured ribbon and long enough to be highly visible, tied at no less than one (1) meter along the full length of the rope.
- When car parks gates or reserve sliprails are locked on arrival, please ensure they are LOCKED and secured when you leave the facility. This must be done even if there are vehicles still located within the car park when you are leaving. This is a measure Council have had to take due to repeated attacks of vandalism and damage to facilities by vehicles.
- Parking other than vehicles specifically approved for the activities, will not be permitted on Council oval/park/beach/reserve. Other than those vehicles specifically approved are permitted on these areas. Loading and unloading must otherwise be undertaken with the vehicles in a marked parking bay. Infringement notices may be issued to any unauthorised vehicle parked on the oval/park/beach/reserve area.
- The protection and safety of persons attending the activity or within the immediate vicinity is extremely important. Council's Rangers will patrol the locality during the hire as resources permit. Penalty notices are likely to be issued for vehicles being parked contrary to sign posted restrictions, approved traffic management plans or Australian Road Rules. Proactive patrols of parking by the event organiser should also be instigated and regular announcements broadcast to attendees encouraging observance of parking restrictions and warning attendees of the potential for Ranger patrols.
- Note 1: Emergency vehicle accesses are always to be kept clear.
- Noise levels are to be kept within the limits set by the Environment Protection Authority. The hirer is required to comply with the relevant environmental protection laws in relation to all activities.
- Structures utilising scaffolding or staging must be certified structurally stable by a practising structural engineer.
- Amusement devices - Approval for placement of Amusement devices must be made through Central Coast Council by submitting an Event Application form. It is the hirers responsibility to sight a current certificate of currency for public liability insurance from the provider of the amusements.
- Pegs are not permitted to secure any structure. Structures must be weighted with sandbags.
- The location of all structures including stage, portable toilets, temporary fences are to be erected to the satisfaction of the Manager Open Space & Recreation or representative and must reflect the site map provided as part of your application. Any changes to the site map must be approved by Council prior to the commencement of your booking.
- Signs are not permitted in Central Coast Council’s Open Space unless authorised by Council’s Open Space & Recreation section. Banners/signs can only be hung for the duration of the event. The organiser is responsible for the safe erection of the signs; they are not to block public access to and from the area. The organiser is responsible for dismantling banners/signs in adverse weather conditions should they pose a danger to the public and removal from site at the close of the event. It is also the event organiser’s responsibility to ensure all signage is erected in a secure manner so as not to cause harm to the public.
- Glass is not permitted at any Council’s open space. Please ensure all necessary steps are taken to ensure no glass is taken onto the reserve.
- Shade structures must be weighed down and not pegged into the grounds surface. No guy ropes are to be placed in the public thoroughfare due to the potential trip hazards that will be created.
- Fireworks are not permitted in Central Coast Council’s Open Space unless authorised by Council’s Open Space & Recreation Manager.
- Compliance with the relevant environmental protection laws in relation to the activity is required.
- It is the hirer's responsibility to contact the NSW Rural Fire Service on 1800 NSW RFS (1800 679 737) prior to (and on the day of) their event to determine whether a Fire Weather Warning (indicating Very High to Extreme Fire Danger) has been issued for the Greater Sydney Metropolitan Area.
- Council does not permit activities to be conducted on or within the turf wicket area. Please ensure this area remains inaccessible to all participants and spectators.
- Council’s Rangers and staff may inspect the area during the event to ensure that Council’s By-Laws and Regulations are being observed. The hirer shall promptly rectify any non-compliance brought to their attention by Council’s Rangers and staff. Council reserves the right to issue fines for non-compliance.
- The hirer does not have exclusive use of the open space area.
- No goal posts are available. Portable goal posts need to be in accordance with the Australian Standards recommendations.
- Adequate security and safety resources should always be in place during the hired period.
- A current working with children protection card is required for worker and volunteers who will be actively participating/instructing in the stated activity with person under the age of 18.
- Filming and Photography is permitted on the condition that the hirer ensures appropriate photography consent and image release forms are sought from attendees or participants of the activity. The use of drones over Council’s Open Space areas is prohibited.
- Where the number of people attending the activity exceeds 250, a minimum of 6 toilets must be provided. Thereafter 1 additional toilet for every 250 people must be provided. Toilets must be located a minimum of 20 metres from the nearest waterway and or stormwater pit.
- The hirer is responsible to ensure safe vehicle movements within the open space area i.e. one person in front and one person behind vehicle whilst in motion. Traffic controllers are required when travelling over a shared pathway to manage pedestrian access. Vehicles are not permitted to proceed faster than a walking pace. Vehicle movements within the Open Space area must be kept to a minimum.
- Access to shared pathways and public thoroughfares are always to be maintained. Structures are not to be set up within five (5) meters of a shared pathway.
- Stallholders and hirers must use sustainable, green and biodegradable packaging where possible. The use of balloons is prohibited.
- Council and any persons authorised by Council must have access to the site at all reasonable times to enter upon and examine the condition of the area and the site set up in accordance with the condition of hire.
- This approval covers land activities only. A separate approval from RMS may be required.
- It is the hirers responsibility to obtain approval for Authority to Fundraise for Charitable Purposes issued by NSW Office of Liquor, Gaming & Racing.
- All temporary food premises (stalls) are to comply with Council’s Code for Temporary Food Premises, the Food Act 1989 and Food Regulations 2001.
Note 1: Any vans used for the preparation and sale of food should be constructed in accordance with Council’s “Code for Food Stalls and Food Vans” as well as the above-mentioned legislation. They are to be inspected and approved by Council Environmental Health Officer please call 02 4306 7900 at least 4 weeks prior to the event.
- All on site vans must be provided with sullage tanks for the collection of waste water and be approved by Council Environmental Health Officer.
- Drop sheets/cardboard must be placed under BBQs to catch any grease and prevent waste on the site.
All electrical installation shall comply with AS-3002
If accessing Council power, the hirer is responsible for engaging a licenced electrician to be on site during bump in. The electrician is responsible for ensuring that the electrical equipment is set up safely as per relevant industry guidelines. The hirer is required to obtain an electrical report and must be provided to Council upon request by Council staff. Council takes no responsibility for the incorrect use of power outlets.
Note 1: Where flexible extension cords are used to provide power, a core balance earth leakage circuit breaker having a rated tripping current not exceeding 30m, shall be installed at the first point of supply to protect the equipment and the user.
Note 2: Double adaptors and 3 pin adaptors (piggyback) are NOT to be used.
Note 3: Flexible extension cords shall be supported above the ground, at a height of not less than 2.5 meters or covered underground This does not apply within a distance of 2 meters from where the power is to be used. The cost to supply power and any upgrading of power outlets is to be met by the organiser.
Note 4: All electrical equipment used must have been tested and tagged as per Work Cover code of Practice within 6 months of use.

It is voluntary for you to provide your personal information on this form, however if you do not provide the information, Council will not accept your application. You may apply to access or amend the personal information provided on this form at any time.
Conditions of hire
- A booking confirmation will be provided if the booking is approved by Council. Until a confirmation is received, no activities/ usage of the area is permitted to occur. The fees will be invoiced as per Council’s Fees & Charges (some fees are non-refundable).
- A Public Liability Insurance cover for a minimum of $20,000,000 is to be supplied by the following applicants: sporting codes, incorporated bodies, users occupying a facility more than ten times a year or hirers gaining a financial benefit from the event.
- Liabilities: The Public Liability policy must either note Council as owner and the hirer as occupier of the site for the date(s) of hire and contain a cross liability clause or contain a general condition that these types of activities are specifically covered by the policy.
- The hirer agrees to indemnify, protect, defend and hold harmless the Central Coast Council from and against any and all claims, demands, actions and proceedings whatsoever in relation to personal injury or property damage caused by or occasioned during the hirers use of the facility and shall indemnify the Council for any and all fees, costs and expenses incurred in respect thereof.
- Note 1: This indemnity does not operate where the said personal injury or property damage is sustained as a result of a negligent act or omission on the part of Council or its servants.
- Note 2: The hirer will be responsible to have this indemnity noted and accepted by its insurer.
- Personal Accident/Workers Compensation/Public Liability: The organiser is responsible to ensure that all parties involved in the organisation of the event have suitable insurance cover. Council will not be responsible for any personal injury to event personnel and requires indemnification from the event organiser should any claims be made against Council.
- Council will not be responsible for any equipment brought on site.
- Sports ground closure information is accessible through Council’s website. Contingency arrangements should be made in case of such an occurrence.
- The cost to restore any damage to the recreation area as a result of the activities will be borne by the hirer. The decision to use the recreation area is the responsibility of the hirer in periods of inclement weather or when damage is considered likely to be caused to turfed surfaces. As the hirer, you will be invoiced for any damage.
- Fees and bonds must be paid in full within 30 days of invoice date AND/OR is paid BEFORE commencement of the booking. The bond is refundable in full or in part after deducting the sum required for cleaning, damages and any other costs incurred. Council will inspect the site, a refund will be issued, subject to any damage.
- The hirer must take their own photos of the hired space prior to commencement for proof of condition of the area prior to access. These photos may be requested should Council believe that damage has occurred as a result of your booking.
- Council reserves the right to cancel the approval (or any part thereof) if you or anyone associated with your booking breaches any of its duties or obligations under this approval.
- Monetary compensation cannot be claimed for the inability to utilise the location/s stipulated in the approval for reason including but not limited to Council restoration or construction works, lack of use by the hirer, inclement weather or any other unforeseen circumstances.
- No alterations or modifications are to be made to existing facilities without the approval of the Manager Open Space & Recreation or representative.
- The key is to be returned at a time suitable to both parties – either same day or next business day. A key bond is applicable and not refunded until the key is returned. The loss of a key may result in the hirer invoiced to re-key a whole facility. If you contact Council’s after-hours service to collect keys, you are responsible for the call out costs associated (minimum 4 hours).
- The amenities and area must be left in a clean and tidy condition at the conclusion of use devoid of all rubbish and debris, if not a service fee for cleaning may apply.
- 16. It is the hirers’ responsibility to ensure all relevant risk assessments are conducted and risk mitigation is undertaken.
- The hirer is required to inspect all surfaces prior to the commencement of the use to ensure the surface is in a safe condition for use. This applies to each day of access. Surfaces deemed unsafe must not be used until repaired. If the grounds are found to be unsafe, please ensure Council is notified.
- If there has been inclement weather prior to your event, please undertake a thorough inspection of the area to determine suitability for vehicle access and site set up. Whilst undertaking your inspection on foot, if there is any sinking into the surface and it does not bounce back and/or water rises to the surface this means that the ground has reached saturation point and damage will occur quickly, and your event is not to proceed. Contingency arrangements should be made in case of such an occurrence.
- The hirer is responsible for waste management during an activity, cleaning the area and ensuring that it is left in a clean and tidy condition at the conclusion of the activity. Details of waste and garbage disposal systems can be obtained from Councils Waste Services. The hirer is responsible for waste management and arranging for the provision, emptying, removal and payment for adequate litter bins for the event. If additional bins at the site are required, this must be arranged directly with Council’s Waste Management Officer who can be contacted on P: 02 4306 7900 or email waste.management@centralcoast.nsw.gov.au . Any costs incurred by Council in cleaning the booked area will be borne by the hirer.
- The hirer must take suitable precautions to ensure the safety and orderly behaviour of the spectators and must always endeavour not to disturb or inconvenience the general public.
- A First Aid Officer must be present during any event. It is the hirers responsibility to have a designated first aid officer and sight relevant first aid qualifications.
- Smoking is prohibited in any Council facility, or Open Space area. As the hirer it is your responsibility to ensure you take all necessary steps to advise guests and ensure that smoking is NOT permitted.
- Council’s Open Space Areas are alcohol free zones. The consumption of alcohol is only permitted subject to the issuance of a Functions Licence from the Licensing Police (to be obtained by the hirer).
- The hirer is responsible for hire set up in such a way that it prevents damage to people or property by providing adequate precaution i.e. temporary netting or fencing. Approval must be sought from Council prior to any temporary fencing, barriers etc are erected.
- Any star pickets are to be capped, flagged bunting is the preferred method of connecting star pickets. Roping off areas must only occur shortly before the commencement of the event and must be taken down immediately. Rope must be adequately highlighted by brightly coloured ribbon and long enough to be highly visible, tied at no less than one (1) meter along the full length of the rope.
- When car parks gates or reserve sliprails are locked on arrival, please ensure they are LOCKED and secured when you leave the facility. This must be done even if there are vehicles still located within the car park when you are leaving. This is a measure Council have had to take due to repeated attacks of vandalism and damage to facilities by vehicles.
- Parking other than vehicles specifically approved for the activities, will not be permitted on Council oval/park/beach/reserve. Other than those vehicles specifically approved are permitted on these areas. Loading and unloading must otherwise be undertaken with the vehicles in a marked parking bay. Infringement notices may be issued to any unauthorised vehicle parked on the oval/park/beach/reserve area.
- The protection and safety of persons attending the activity or within the immediate vicinity is extremely important. Council's Rangers will patrol the locality during the hire as resources permit. Penalty notices are likely to be issued for vehicles being parked contrary to sign posted restrictions, approved traffic management plans or Australian Road Rules. Proactive patrols of parking by the event organiser should also be instigated and regular announcements broadcast to attendees encouraging observance of parking restrictions and warning attendees of the potential for Ranger patrols.
- Note 1: Emergency vehicle accesses are always to be kept clear.
- Noise levels are to be kept within the limits set by the Environment Protection Authority. The hirer is required to comply with the relevant environmental protection laws in relation to all activities.
- Structures utilising scaffolding or staging must be certified structurally stable by a practising structural engineer.
- Amusement devices - Approval for placement of Amusement devices must be made through Central Coast Council by submitting an Event Application form. It is the hirers responsibility to sight a current certificate of currency for public liability insurance from the provider of the amusements.
- Pegs are not permitted to secure any structure. Structures must be weighted with sandbags.
- The location of all structures including stage, portable toilets, temporary fences are to be erected to the satisfaction of the Manager Open Space & Recreation or representative and must reflect the site map provided as part of your application. Council is providing FREE Graffiti Removal Kits to residents and businesses of the Central Coast.
The kits are available from the Wyong and Gosford service centres as well as our Library branches.
The kit contains Soy Safe graffiti removal, protective eyewear, gloves and a scrubbing brush. You'll need to fill in a short application form when you pick up your kit to confirm your address and details.

This form is used to submit a claim for compensation.
Prior to submitting a claim, please note the following:
- We will only pay compensation for claims when it is proven that Central Coast Council’s negligence has caused the loss or injury.
- It is the responsibility of the claimant to prove that Council negligence has caused the loss. Please provide as much information as possible in support of your claim, including the exact location that the loss or injury occurred.
- We will advise you if the incident occurred in an area that is managed by another authority or if another party has contributed to the loss.
- Most claim investigations are completed within 8 weeks however we will contact you if more time or information is required.

Owners of puppies and kittens must microchip their pet by 12 weeks of age or when they are first sold (whatever comes first) and register and pay the registration fee by the time their pet reaches six months of age. This is to ensure pets can be reunited with owners should they become lost.
Owners can use the pet registration R2 form to register their cat or dog on the NSW Pet Registry as required under the Companion Animals Act 1998.
Please use this form to change your contact information, home address or postal address as a pet owner. This form is required for NSW residents with animals registered under the NSW Companion Animals Register. This notice must be received by Council within 14 days of changing your contact details or address.

Use this form for objection to a development standard contained within a gazetted environmental planning instrument under the provisions of a Standard Instrument Local Environmental Plan. An objection statement is required if your development does not comply with a particular development standard applicable to the proposal. There is no automatic right to a variation and the onus is on the applicant to justify the departure from the development standard. It is only in justified circumstances that Council may vary a development standard.
A completed Part B - Application Detail and Owner(s) Consent form is to be submitted with this application.
Central Coast Council can prepare a quote for the issue of a Construction Certificate or Complying Development Certificate, inclusive of building inspections.
Onsite Sewage Management System Application for Plumbing and Drainage Inspection. All plumbing and drainage works must be in accordance with the Plumbing and Drainage Act 2011. This includes provision of a Notice of Work, Certificate of Compliance and a Sewer Service Diagram by the licensed plumber within the required time periods. Plumbing works are required to be inspected by Council. Principle Certifiers are not authorised to inspect plumbing works.
A cemetery operator must complete and issue this Order for Interment before it conducts an interment at the site.
Part B – Application Detail and Owner(s) consent is to accompany all applications submitted via the NSW Planning Portal, including Development Applications, Complying Development Certificate, Construction Certificate and Subdivision Certificate applications. This form must be completed and signed by all owners of the land on which the application for development is proposed.
Written consent of the owner of land if a development application is made by a person other than the owner is required pursuant to the Environmental Planning and Assessment Regulation 2021. Further details on landowner consent requirements are provided below:
1. Company
If the owner is a company, the owner’s consent must be signed by one company director and one company secretary, or 2 company directors. Where the company has one director or secretary, only one signature is required. The applicant must provide the names and positions of those signing the consent and a current company extract from the Australian Securities and Investments Commission (asic.gov.au) dated the day of lodgement or the day before.
2. Strata title
If the property is a unit under strata title, then in addition to the consent of the owner(s) of the unit, owner’s consent from the owners corporation must be provided if any works or proposed use will affect common property. The owner’s consent from the owners corporation must be signed in line with section 273 of the Strata Schemes Management Act 2015 (NSW) by way of the seal of the owners corporation being affixed in the presence of:
- where the owners corporation has only one owner, that owner or the strata managing agent
- where the owners corporation has only two owners, both those owners or the strata managing agent
- where the owners corporation has more than two owners, either of the following:
- two owners as determined by the owners corporation
- the secretary of the owners corporation and any other member of the strata committee
- the strata managing agent.
The owners corporation must also provide a copy of the minutes of the general meeting showing the special resolution that authorises the change to common property has been passed, or a letter on strata management letterhead stating the requirements of section 108 of the Strata Schemes Management Act 2015 (NSW) have been met.
3. Signing on owner’s behalf
If you’re signing on the owner's behalf as the owner's representative, you must state the nature of your legal authority and attach documentary evidence of your authority – a full copy is required. Depending on the nature of your authority, the following evidence may be accepted:
- power of attorney
- trust deed
- probate
- letters of administration
- delegation schedule
- letter on company owner’s letterhead confirming your authority.
4. New owners
If the property has recently been sold, evidence of the new owner being the registered owner must be provided with a copy of the certificate of title.

This application form should be completed by a consumer that seeks to acquire a perpetual interment right at a cemetery.

Private pumping stations are installed by property owners in a non-residential site, in properties where Council’s reticulated sewerage system does not service the property and/or the sewage from the property cannot gravity flow to Council’s sewerage system. An application to install a private pumping station is required under section 68, Part C6 of the Local Government Act 1993. Council’s approval of the installation will provide conditions that include, but are not limited to the following:
odour control, to minimise septicity of the discharge
maximum volume discharged
construction details
Council will routinely inspect the private pumping station to ensure compliance with the approval in the following areas:
instantaneous flow rate to the seweragesystem (Litres/second)
acceptance limits in relation to hydrogensulphide gas generation
detection of offensive odours
the condition of the installation
