11/10/2023Central Coast Council’s Draft Deferred Matters Lands Planning Proposal, is now on public exhibition. This Planning Proposal seeks to apply new land use zones to Deferred Matters Lands that have not yet been transferred to the new zoning system.
The Deferred Matters Lands Planning Proposal aims to incorporate these deferred lands into the Central Coast Local Environment Plan 2022 (CCLEP 2022) assigning ‘like for like’ zoning and development standards based on the existing zones and environmental attributes of each land parcel. This will result in the phasing out of historic planning instruments, which have applied to these lands for approximately 50 years and replace them with modern planning provisions that are consistent with those operating across the remainder of the Central Coast.
The proposal is on public exhibition from Wednesday 11 October until Wednesday 8 November 2023.
Council’s Director Environment and Planning Alice Howe, said there are approximately 3,400 land parcels located east of the M1 Pacific Motorway, south of Ourimbah that are currently considered ‘deferred lands’.
“Following consideration of public submissions these lands were excluded from the CCLEP 2022 to allow for further assessment of the most appropriate equivalent land use zone," Dr Howe said.
“Mapping has been developed to show the lands that are currently deferred and their proposed land use zone and relevant information relating to the planning proposal.
“To support the review of the land proposals, a map has been created showing parcels of land affected and detailing their proposed new zones.
“It is important to remember the proposal has been developed to retain the existing high environmental value of land for protection and conservation, while allowing existing dwelling entitlements to be retained. Generally, land is proposed to be zoned either C2 Environmental Conservation, C3 Environmental Management or C4 Environmental Living or a combination of these.
“The review has been informed by a Deferred Lands Land Use Assessment (that can be viewed in the proposal) and was guided by the Department of Planning Practice Environmental Protection measures. The proposal addresses actions within the Central Coast Regional Plan 2041 and Council’s Local Strategic Planning Statement and is consistent with the Central Coast Community Strategic Plan.”
Council Administrator, Rik Hart encourages members of the community to learn more about the Deferred Lands Planning Proposal and submit their feedback.
“Community input on the draft Deferred Matters Lands Planning Proposal is important and will be sought until Wednesday 8 November 2023 with a series of in-person and online individual information sessions starting Wednesday 18 October to discuss the proposal,” Mr Hart said.
